THRIFT SHOP
Provided free of charge to Cecil County residents who meet the following criteria: receive assistance from the Cecil County Department of Social Services, Health Department, Department of Aging; meet federal poverty income guidelines; and/or are referred by a charitable organization.
 
We accept donations of gently used clothing, shoes and small household items. These items are provided free of charge to those in need. Our clothing shop is open Monday, Tuesday, Thursday and Friday 9:00am-11:30am and 1:00pm-3:00pm.

FOOD PANTRY/FEDERAL SURPLUS FOOD
Designed to assist in emergency situations, consists primarily of canned, frozen and perishable items. The food pantry is stocked with Federal Food Commodities, donated and purchased food product. All food referrals require an interview with the Homeless Outreach and Services Intake Center.
 
The Help Center Food Patry is designed to assist in emergency situations and will provide meals for the stated family size for three to five days. Policy is 6 times in a 12 month time frame for the same famiy. If a customer has an open food stamp case, they should not be referred for food assistance unless there is an extenuating circumstance.

FINANICIAL ASSISTANCE/FUEL FUND


There are limited funds available for financial assistance with mortgage/rent, emergency and motel stay, medical supplies, prescriptions and bus transportation.
 
The Help Center administers the Cecil Heating Assistance Program (CHAP). The program operates with the Maryland Energy Assistance Program (MEAP).
 
SEASONAL ASSISTANCE
In the Fall, the Help Center provides 200+ backpacks filled with school supplies to children in Cecil County.
 
All programs are administered through an application process. This process ensures that the applicants meet the income guidelines and are not receiving services through other agencies. Applications for these programs are available at the Help Center front desk.
